That’s billions in tax relief! In addition, Ty has led the fight on property tax reform, including:

Under Ty’s leadership, Kansas is a law-and-order state thanks to these laws:

- Passed legislation enhancing safety for both state and federal law enforcement and other first responders so they can do their jobs.
- Strengthened victims’ rights by reforming the Prisoner Review Board.

- Strengthened the right to assemble by stopping bureaucrats from stopping public gatherings like we saw during COVID.

- Made Kansas the strongest Second Amendment state in the nation, including the constitutional right to carry and removing or lowering fees for permits.
Honest Government: Preserving the Safety Net for Those Who Need It!
Under Ty’s leadership, Kansas will never tolerate the rampant fraud like was seen in Minnesota, ensuring our safety net is preserved for Kansans in need. Measures included:
- Implemented the Big Beautiful Bill to root out waste, fraud, and abuse in public assistance programs by requiring frequent data cross-checks with various records to verify eligibility.
- Strengthened data-sharing requirements between state and federal agencies to help detect, investigate, and prosecute fraud.
- Preserved Medicaid for those it was intended to help by shortening wait lists and stopping expansion of the program to able-bodied adults.
Growing Kansas and Shrinking the Size of Government
Under Ty’s leadership, the size and scope of government in Kansas has shrunk due to the following reforms:
- Ty co-sponsored legislation to address Kansas' housing shortage by streamlining local approval of single-family housing, reducing permitting delays, and making it easier to build affordable starter homes for Kansas families.
- Reined in the administrative state by requiring legislative ratification before agencies can impose new occupational licensing requirements.
- Created regulatory sandbox programs to spur expansion and growth of innovative businesses.
- Passed the REINS Act require legislative scrutiny on any new rule with a significant negative economic impact.
- Created the Committee on Government Efficiency (COGE), Kansas' version of DOGE, to identify waste, improve efficiency, and save taxpayer dollars.

- Required all ballots to be turned in by 7 p.m. on Election Day.
- Stopped “Bidenbucks” and “Zuckerbucks” from influencing the conduct of state elections.
- Secured the strongest voter ID requirements in the country, including strong signature verification requirements.
- Cleaned up voter rolls through mandated data sharing to identify ineligible voters.

- Kansas also took the lead in protecting kids online via age verification technology, which has been upheld by the courts.
- Passed the Women’s Bill of Rights and prevented people from changing their gender on their driver’s license and birth certificates.
Students First: Real Education for Kansas Kids
Under Ty’s leadership:
- Kansas enacted statewide public-school open enrollment so children aren't trapped by their ZIP code.
- The legislature kept K-12 schools fully funded under the court-approved formula while adding tens of millions more for special education. Even Governor Kelly has touted the legislature fully funding K-12 schools.
- Passed the Every Child Can Read Act and the 2024 Blueprint for Literacy to require phonics-based reading instruction and to train teachers in the science of reading.
- Opted into the federal Education Freedom Tax Credit after overriding the governor’s veto, opening scholarship help for thousands of students.
- Kept phones out of instructional time so kids can focus on math, reading, and the teacher in front of them.
- Homeschool and private-school students gained a fairer shot at public-school sports and activities, and the state tax-credit scholarship program was pushed to serve more families who need a different classroom.
Protecting Vulnerable Kansans
Under Ty’s leadership:
- Kansas created an independent Office of the Child Advocate into statute so kids in the welfare system have someone outside the agencies who can investigate when the system fails.
- Foster children, foster parents, and kinship caregivers gained a written Foster Care Bill of Rights so they are treated as partners, not afterthoughts.
- Banks and credit unions can freeze a suspicious transfer and report it when they believe a senior is being scammed — including the new wave of crypto-kiosk and impersonation fraud targeting older Kansans.
- The legislature cracked down on scams aimed at seniors, human trafficking, domestic violence, stalking, revenge porn, and other crimes that prey on people who cannot easily fight back.
- Kansas expanded support for pregnant women, strengthened adoption, prevented women from being subject to coerced abortions, protected babies born alive, required fathers to provide support during pregnancy, and stopped taxpayer dollars from funding abortions.
Paying Off Debt, Protecting Retirees, and Helping Young Kansans Save
Under Ty’s leadership:
- Kansas sent $1.125 billion to KPERS — paying off delayed school pension contributions and cutting the unfunded liability — so teachers, troopers, and other public servants are not left with an IOU and future taxpayers are not stuck with the tab.
- The state has kept making the full actuarial payment into KPERS year after year, putting the system on a path toward sound funding instead of kicking the can.
- Worked with Treasurer Johnson to enact the Born to Invest Act, helping young Kansans with savings tools — 529 college accounts, ABLE accounts for kids with disabilities, and Trump Accounts — so the next generation can start compounding from day one.
Better Health Care, Less Red Tape
Under Ty’s leadership:
- Kansas now lets families in health-care sharing ministries deduct up to $5,000 ($10,000 for a married couple) on their state taxes for the money they put in to help cover medical bills, and the help they get back is not taxed as Kansas income.
- Kansas expanded access to quality health care by allowing qualified nurse practitioners (APRNs) to practice on their own. They can see you, diagnose the problem, order tests, start treatment, and write the prescription without waiting on a doctor's signature.
- Legislators overhauled the Board of Nursing after it disciplined nurses for small paperwork mistakes, cleared those records, and made license renewal less punitive during a nursing shortage.
